1st Pan-African Conference of Ministers of Public Service

Charter for Public Service in Africa

The African Ministers of Public Service, gathered on the occasion of the Third Pan-African Conference of Ministers of Civil Service, in Windhoek, Namibia on 5 February 2001 reiterated their political commitment unanimously made at the Second Pan-African Conference held in Rabat, the Kingdom of Morocco from 13 to 15 December 1998, to strengthen professionalism and ethics in the Public Service in Africa, in full collaboration with their colleagues of other ministries and recalling the recommendation of the Rabat Declaration on "the development of a Public Service Charter in Africa which affirms its professional values, redefines its objectives and missions and specifies the basic conditions necessary to strengthen its role, competences, ethical values ​​and image, including a code of conduct of African public officials. Considering the mandate given to the Chairperson of the Second Conference to establish, in consultation with the members of the Conference, a working group relying on CAFRAD and UNDESA to prepare a draft Charter of the Public Service in Africa.

Sequel to the adoption of the Charter

Following the adoption of the Public Service Charter in Africa is the adoption of the Charter on Public Service Principles and Values in 2011 Cotonou (Benin)
